Community Engagement: Learning from major infrastructure projects

An integral principle of planning in the UK is that communities are given an opportunity to have a say on developments that may affect them. As acknowledged in Planning for the Future, the Government’s proposals for updating the planning system, too often “consultation is dominated by the few willing and able to navigate the process.”
I worked with agile creative partner Paul Roberts on the legacy report for the Heathrow Community Engagement Board. The HCEB had been working on the community engagemement aspect of expansion plans at Heathrow when the Covid-19 pandemic hit the UK. The pandemic put a stop to much of the expansion that had been planned at Heathrow – in the meantime the HCEB had gathered a mass of important tactics about the Community engagement process. We were tasked with helping shape this into a digestible and professional report, for distribution before the HCEB reverted to its former role at an airport consultative committee.
We worked closely with the HCEB to ensure the final product reflected the brief as closely as possible. The report was distributed at a final forum of the HCEB.
